Bonded stores clearance in Douala: the 3 documents that prevent gangway delays
Bonded chandling is a paperwork discipline more than a logistics one. Miss any of these three and the crate stops at the gate.
Bonded stores — cigarettes, spirits, tobacco — move under customs seal in Douala, and the shore-to-ship handover is the single most common failure point on an otherwise clean requisition. Almost every failure traces back to one of three documents.
Document 1: the bonded manifest
The bonded manifest lists every item, quantity, brand and value under bond. It must match the customs entry exactly, including brand spellings and case pack sizes. A "Marlboro Red 200s" that appears on the manifest as "Marlboro 200s" is enough for the gate to stop the crate.
Document 2: the customs entry with sealed reference
Each bonded consignment gets a customs entry number. That number must appear on the manifest, on the seal ticket, and on the gate pass. If any of the three is missing or different, the crate is refused.
Document 3: the master's receipt and stores declaration
On boarding, the Master signs a stores declaration that reconciles what came on board with what was manifested. If the declaration is missing or unsigned, the customs office can call the consignment short and issue a fine — even if the physical delivery was complete.
The pre-arrival check we run
Before any bonded consignment leaves our warehouse for the port, our coordinator:
- Photographs the manifest against the physical crate
- Photographs the customs entry against the manifest
- Photographs the seal on the crate against both
The pack goes to the agent and to us on the internal system. If any mismatch is found, it is fixed in the warehouse — not at the gate at 17:40.
The pattern
On a routine Douala call we have never had a bonded consignment refused when this pre-check runs. On calls where the client had already engaged another supplier before finding us, the refusal rate we have been called in to salvage is uncomfortably high.
